조 바이든의 '기후정책 일자리', 가능한가?

Democratic Presidential Candidate Joe Biden wants you to believe that his two trillion dollar plan to combat climate change is a bold new agenda to save the planet. The on-rushing climate crisis left unchecked. It is literally an existential threat to the health of our planet, and to our very survival.

민주당의 대통령 후보 ‘조 바이든’은 당신이, 기후 변화와 싸우기 위한 그의 2조 달러(2,410조원)짜리 플랜이, 지구를 구하기 위한 엄청난 새로운 아젠다라고 믿기를 바랄 것입니다. 심각해지는 기후위기 문제는 방치되어 왔습니다. 이것은 말 그대로 우리의 지구의 건강과 우리의 생존에 대한 실존적인 위협입니다.   

In fact, it's the same worn out jobs program for democratic party interests that he's been pushing since he became a senator in the early 1970s. I see the steel that will be needed for those windmill platforms towers and ladders, I see the ports that will come back to life, the longshoremen, the shipbuilders, the communities they support.

Climate change is real but it's not the end of the world. It's not even our most important environmental problem.

Writer and activist Michael Schellenberger was named a Hero of the Environment by Time magazine in 2008. His new book, "Apocalypse Never" makes the case that the climate alarmism, which has become a central part of the democratic party's platform, is flat out wrong and counterproductive for both the environment and the economy.

작가이자 활동가인 마이클 셀런버거는 2008년 타임지에 의해 환경분야의 영웅으로 선정된 바 있습니다. 그의 새로운 책 “세상의 종말은 오지 않는다”는 민주당의 근간의 중심을 이루는 ‘기후경보주의’가 환경과 경제 모든 부분에 완전히 잘못 이해하고 있으며, 이에 역효과를 내고 있다는 주장을 담고 있습니다.

The two most important things anybody needs to know about climate change are that deaths from natural disasters have declined 90 over the last 100 years, they've declined 80 over the last 40 years including in very poor countries. We should be celebrating this like every day of the week.

And then the other thing is that carbon emissions have peaked in rich countries, they're going to peak in four countries in the next 10, 20 years, maybe most.

A major problem of Biden's rehash of the Green New Deal is that renewable energy sources such as solar power simply can't scale to provide the electricity that modern society needs.

‘그린 뉴딜’을 우려먹는 바이든의 정말 중요한 문제는 태양광 등의 재생가능에너지가 현대 우리가 살고 있는 사회에 필요로 하는 전기를 도저히 공급해 줄 수 없다는 점입니다.

So the problem with renewables is just it's just physics. Renewables are for, you know, pre-industrial subsistence farming societies. Their low energy density. It's woods sunlight water wind. They're all very low energy density fuels or flows. Fossil fuels are much bigger increases in energy density. They're what allow us to have cities.

재생가능에너지의 문제는 단순히 ‘물리학’의 문제입니다. 재생에너지는 원래, 아시다시피 산업화이전의 자급자족의 농업사회를 위한 것입니다. 이것들은 낮은 에너지 밀도를 가지고 있죠. 나무, 태양, 물, 바람과 같이 말입니다. 이 자원들은 모두 매우 낮은 밀도의 에너지 연료입니다. 화석연료가 훨씬 더 큰 에너지 밀도를 가지고 있습니다. 이 정도는 되어야 우리의 도시 에너지를 감당할 수 있게 되는 거죠.

Before Biden revealed his massively expensive green energy plan, he had already promised more than six trillion dollars in new spending over the coming decade, paid for through a mix of borrowing and hikes and incoming corporate taxes. This comes at a time when the COVID 19 lockdown in emergency spending will push the national debt above 100 of GDP by the end of 2020. And the federal government is running larger deficits than it did even at the height of the financial crisis.

바이든이 엄청난 비용이 발생하는 ‘그린 에너지 계획’을 발표하기 전, 그는 이미 향후 10년간 6조 달러(6,410조원) 이상의 새로운 지출을 약속했으며, 대출과 물가상승 그리고 법인세 수입까지 합쳐진 것입니다. 이는 2020년 말까지, 코로나 폐쇄로 인해 긴급지출된 예산으로 인해 국내총샌상(GDP)가100 이상으로까지 올라간 시점에 나온 말입니다. 그리고 연방 정부는 현재 금융위기(2008년)가 한창일 때보다도 더 큰 적자를 내고 있는 시점이기도 합니다.

Shellenberger says that if politicians were really serious about combating global warming, they would get behind fracking and nuclear energy which is both clean and practical. Biden doesn't mention nuclear power though because it won't create jobs for longshoremen and shipbuilders or fulfill any other progressive fantasy, such as his dream of a modern day civilian climate corps based on the new deal civilian conservation corps.

셀렌버거는 ‘정치인들이 지구온난화라는 이슈에만 심각하게 다룬다면, 그들은 원자력발전이라는 깨끗하고 실용적인 에너지에 뒤쳐질 곤경에 처할 것입니다’라고 말합니다. 바이든이 원자력발전을 언급하지는 않았지만, 원자력이 항구와 배를 만드는 사람들에게 일자리를 만들어주거나, 뉴딜을 위한 시민보호단체를 기반으로 하는 ‘현대 시민 기후단체’의 꿈꾸는 진보적인 환상을 만족시켜주지는 못할 것이기 때문입니다.

The problem that nuclear energy poses to Malthusians who want to control society and restrict growth and do all the things that we know what the people that call themselves environmentalists want to do.. It's threatened by nuclear energy because nuclear energy means you have infinite energy, infinite fresh water, infinite fertilizer that means you have infinite foods. So nuclear eliminates resource scarcity.

원자력 에너지가 ‘사회를 통제하고 성장을 제한하며 스스로를 환경주의자라고 부르는 사람들이 하고 싶어하는 모든 일을 하는 ‘맬더스 학파 사람들’에게.. 원자력 에너지는 그것이 실제로 ‘무한한 에너지, 무한한 물, 무한한 비료(무한한 식량)'을 만들어 내기 때문에.. 그들을 위협하고 있다는 것이 문제입니다.

When I think about climate change, the word I think of is jobs, good pain, union jobs.

저는 기후변화를 생각할때, 그것이 곧  ‘일자리, 성장을 위한 고통, 노동조합 일자리’를 의미합니다.

Joe Biden's clean energy plan might even help get him elected, but if past is prologue, it won't create many jobs or help heal the planet. It'll just mean spending gobs of money we don't have in a massive giveaway to special interests.

조 바이든의 ‘클린 에너지 플랜’이 그가 당선되는데 도움을 줄지도 모르겠지만, 그 플랜이 많은 일자리를 창출하거나 지구를 회복시키는데 도움이 되지는 않을 것입니다. 그것은 단지 우리에게 있지도 않은 돈이, 특별한 이익(그의 당선)을 위한 큰 기부금으로 사용되는 것을 의미할 뿐일 것입니다.
